DICT orders Telcos to unlock phones after lock-in period

The Department of Information and Communications Technology (DICT) ordered the National Telecommunications Commission (NTC)  to promulgate rules and regulations for telco entities to mandatory unlock phones and devices after its lock-in period.

Subscribers who are availing of plans offered by telcos will soon have greater freedom and flexibility on their devices like using other network SIM cards.

This pro-consumer policy came after the DICT issued Memorandum Order 004, Series of 2018 on 14 December 2018, which gives telco subscribers the option of changing between compatible wireless service providers.

According to the said memo, subscribers who have completed such lock-in periods and have no outstanding obligations on their subscription contracts can demand to mandatorily unlock their phones and devices on convenient sites, facilities and processes that will be provided by their respective wireless service providers.

The DICT now directs NTC to draft the Memorandum Circular for the memo’s appropriate rules and regulations and conduct consultations and hearings.
